CWR takes over management of HWRCs

Cheshire West Recycling (CWR) has taken over the management of Household Waste Recycling Centres (HWRCs) across Cheshire West and Chester, marking a significant milestone in the company’s development as a fully integrated waste and recycling services provider.

The contract, awarded by Cheshire West and Chester Council for an initial eight-year term starting 1st April 2026, brings together the borough’s key waste and recycling services under a single operator.

Since 2020, CWR has delivered kerbside waste and recycling collections to around 170,000 properties, alongside providing services to Brio Leisure, local schools and Council buildings. We also operate a specialist fleet maintenance division, supporting both our own fleet and the Council’s vehicles. The addition of HWRCs further strengthens our ability to deliver an integrated, efficient and consistent service across the borough.

By aligning HWRC operations with existing kerbside services, CWR is well placed to better serve residents across the borough, enhancing the customer experience while delivering improved operational efficiency for our shareholder. This integrated approach will also enable us to drive higher levels of reuse and recycling, supporting the Council’s long-term Waste Management Strategy and wider environmental ambitions.

Cllr Karen Shore, Cabinet Member for Transport and Highways (including Waste), has said: “HWRCs are vital to the Borough and making sure we recycle as much as possible; they allow residents to dispose of and recycle items that can’t be collected through the regular kerbside service.

CWR have done a fantastic job operating the kerbside waste and recycling collection service since 2020. Now that they are taking over the running of our HWRCs, residents will continue to receive a high-quality service. The synergy and consistency alongside the kerbside collection service not only offers the best value for money for the Council but also gives us the chance to increase our re-use and recycling rate and achieve our goal of the Borough becoming carbon neutral by 2045.”

HWRCs are critical to local recycling infrastructure, providing residents with a convenient way to dispose of additional household waste and materials not collected at the kerbside. The seven sites, located in Chester, Ellesmere Port, Frodsham, Neston, Northwich, Tattenhall and Winsford, currently welcome around 740,000 visits each year and process approximately 40,000 tonnes of waste and recycling.
